The Lagos State Government has entered into a Memorandum of Understanding (MoU) with the Ministry of Finance Incorporated (MOFI) and China Harbour Engineering Company (CHEC) for the development of the Green Line Rail Project. The agreement was formalized during the Forum on China-Africa Cooperation (FOCAC) in Beijing on Thursday, September 5.
Present at the signing were Lagos State Governor Babajide Sanwo-Olu, Minister of Finance and Coordinating Minister of the Economy Olawale Edun, Special Adviser on Infrastructure Engr. Olufemi Daramola, Managing Director of the Lagos Metropolitan Area Transport Authority (LAMATA) Engr. Abimbola Akinajo, alongside senior officials from the Federal Government and CHEC.
Under the agreement, MOFI and CHEC will secure the financing needed to design, construct, operate, and maintain the Green Line Rail. This project will complement the Blue and Red Line rails already operational in Lagos, which have been instrumental in easing daily commutes for thousands of residents.
Governor Sanwo-Olu, speaking after the MoU signing, described the Green Line as a game-changer for public transportation in Lagos. He emphasized that the rail line would serve key areas like Victoria Island, Lekki, and Ajah, greatly enhancing the city’s transportation network.
“We’ve signed a historic MoU with MOFI and CHEC to bring the Green Line Rail project to life. The 68km rail line will stretch from the Lekki Free Zone to Marina, connecting with the Blue Line at Marina. This project is poised to transform our transport infrastructure, linking vital locations like Victoria Island, Lekki, and Ajah,” said Sanwo-Olu.
He further added, “The Green Line is projected to handle over 500,000 passengers daily at its launch, with capacity to increase to over a million as demand rises. With MOFI and CHEC managing its design, financing, and operations, the Green Line will significantly redefine public transport in Lagos.”
Sanwo-Olu also highlighted the success of the Lagos Rail Mass Transit Blue Line, which recently marked its first anniversary, having served two million passengers without major disruptions. He praised the efficiency of the Blue Line, which increased its daily trips from 54 to 72 in August 2024, cutting travel time between Marina and Mile 2 from 30 minutes to 18 minutes.
“These rail projects are about more than just transportation; they are catalysts for economic growth, connecting communities, reducing travel times, and improving quality of life for millions. We are building a more efficient, connected Lagos,” he said.
The Green Line Rail will run from the Marina Station through key locations including Victoria Island, Lekki Phase 1, Ajah, Lekki 2, Ogombo, Lekki Airport, and the Lekki Free Trade Zone, ultimately linking with the Blue Line at Marina. Governor Sanwo-Olu expressed gratitude to President Bola Tinubu for his steadfast support, describing his backing as pivotal to the project’s success.
